Combine water and next 7 ingredients. Mix and set aside. Heat oil and add next 6 ingredients. Stir fry for 3 minutes. Add shrimp and stir fry for additional 3 minutes then add catsup mixture. Cook 1 minute stirring constantly until thickened. Serve over rice. |
